Cicuta bulbifera, or Bulb-Bearing Water Hemlock, is native to the northern half of the continental United States, as well as Alaska. It is a perennial that grows in moist areas like wet meadows and prairies, streamsides, ditches, fens, bogs and swamps. It blooms in late summer and early fall with small white flowers. ALL parts of this plant are deadly poisonous!
Many members of the carrot family that are similar, but this is one of the easier species to recognize, as it has small bulbs present within its leaves.
